PURPOSE: A program of a flash memory device is provided to improve program efficiency using a small size of a drain pump, and thus to reduce a layout area, and to reduce power consumption. CONSTITUTION: According to the program method of a flash memory, all cells connected to a selected word line and a selected bit line are programmed. And it is checked whether all cells were programmed normally during a fixed number of programs(103). When all cells were not programmed normally during the fixed number of programs, all cells are divided into 1/2, 1/4 or 1/n and then are programmed. And it is checked whether all cells are programmed normally during a new fixed number of programs.
