PROBLEM TO BE SOLVED: To apparently omit the processing time for recording and reproducing processing which is brought about at each time of signal switching resulting from channel selection of broadcast signals, without damaging functions of time shift viewing. SOLUTION: When broadcast signals are received to view a broadcast, reception signals on a route 1 are selected by a signal selection part 3 and are subjected to reproducing and display processing by a reproducing and display part 4. In a recording and reproducing processing part 2, a transport stream (TS) is generated in an MPEG encoder 21 by MPEG encoding and is reproduced from a hard disk (HDD) 23 simultaneously with recording to the HDD 23, and decoding processing in an MPEG decoder 24 is performed in parallel. When time shift viewing is indicated by a user, a signal selector 31 selects signals on a route 2, and the TS from the HDD 23 is reproduced and displayed to start a time shift viewing state.
