PROBLEM TO BE SOLVED: To provide a manufacturing method for an optical information recording medium, which can efficiently dry a perimetric part (mainly adjacent to the perimetric edge part for a recording layer) for a substrate in a cleaning process, shorten a cycle time and prevent the recording layer from being altered. SOLUTION: This method is the manufacturing method for the optical information recording medium which includes a process for forming the recording layer in order to form the recording layer on the substrate and the cleaning process in which, after the recording layer is formed, a solvent material is sprayed to the periphery of the above substrate and the recording layer on the periphery is removed. The method is characterized in that, in a process for spining off the above solvent material after it is sprayed in the above cleaning process, a drying process is applied to the above perimetric part by using both the drying process applied by spinning the above substrate and more than one drying means arranged detached from the above substrate.
