PROBLEM TO BE SOLVED: To provide a polyol resin composition capable of providing a water-based resin composition excellent in storage stability, having excellent coated film-forming properties and capable of providing a coated film excellent in physical properties of coated film, e.g. adhesiveness, water resistance and corrosion resistance. SOLUTION: The polyol resin composition is obtained by adding (b) an isocyanate compound represented by general formula (I) (wherein R<SB>1</SB>is a 1-4C alkyl group; n is 10-100; R<SB>2</SB>is an alkyl group, an aralkyl group or a group represented by the formula (CH<SB>2</SB>-CH<SB>2</SB>-O)<SB>n</SB>-R<SB>1</SB>; A is a residue obtained by removing two NCO groups from a diisocyanate compound) to (a) an epoxypolyol resin.
