PURPOSE: Provided is a star-shaped aliphatic polyester compound used as a polyvinyl chloride(PVC) plasticizer, which is excellent in compatibility with the PVC and a plasticizing ability and is never eluted later on, and a PVC blend containing the star-shaped aliphatic polyester compound. CONSTITUTION: The star-shaped aliphatic polyester compound is produced by performing a ring-opening polymerization of a lactone-based monomer on a polyol core molecule(1) having a plurality of hydroxide groups on the end thereof, wherein the polyol core molecule(1) is selected from the group consisting of a linear aliphatic polyol, a cyclic aliphatic polyol, a cyclic aromatic polyol, and a linear or cyclic aliphatic polyol containing non-carbon atoms. And the PVC blend contains 5-80wt% of the star-shaped aliphatic polyester compound and 95-20wt% of the PVC.
