PROBLEM TO BE SOLVED: To provide a developer carrier capable of stably providing a high-density and high-definition image without causing the lowering of density, image density uneveness, sleeve ghost and fogging. SOLUTION: The developer carrier is provided with a resin covering layer on a surface of metal substrate and constituted so that the resin covering layer incorporates at least positively electrified resin and graphitized particles obtained by calcining mesocarbon microbead particles or bulk mesophase pitch particles.
