PROBLEM TO BE SOLVED: To provide an inexpensive image forming apparatus constituted so that the life of an image carrier is long and a stable cleaning performance can be exhibited for a long period. SOLUTION: In the image forming apparatus, an electrostatic latent image is formed on a photoreceptor drum 1, and the electrostatic latent image is developed with toner so as to form a toner image, and the toner image is transferred to transfer material, whereby an image is formed. The apparatus is equipped with a cleaning device 6 constituted of brush rolls 61a and 61b electrostatically attracting residual toner remaining on the drum 1 after the toner image is transferred to the transfer material and having a brush composed of conductive fibers, recovering rolls 62a and 62b electrostatically recovering the toner attracted by the brush rolls 61a and 61b and having a high resistance layer whose volume resistivity is≥7logΩcm and≤13logΩcm on its surface, and toner scraping members 63a and 63b scraping the toner recovered by the recovering rolls 62a and 62b.
