PROBLEM TO BE SOLVED: To suitably set an engine rotational speed for changing a low speed cam and a high speed cam in a variable valve timing control mechanism mounted on an internal combustion engine. SOLUTION: The engine rotational speedαfor changing the low speed cam and the high speed cam in the variable valve timing control mechanism 10 is suitably set based on a vehicle speed SPD and the engine rotational speed NE without the need for a gear position signal (step S105). In this case, when a speed sensor is abnormal or a clutch is in a separated state on clutch-on, it is set to a predetermined engine rotational speedβ(step S106), then changing over from the low speed cam into the high speed cam in the variable valve timing control mechanism 10 is swiftly finished and the internal combustion engine 1 can be prevented from damaging in advance.
