PROBLEM TO BE SOLVED: To provide a PC steel member having superior safety by preventing scattering and falling in the case of breakage during stretching work or in use. SOLUTION: The PC steel material 1 is disposed on the outer peripheral part of a bar-like member having larger elongation than the PC steel material 1 in parallel in the longitudinal direction, and a cap-like scattering preventing member 3 for covering the end parts of the cylindrical or PC steel material 1 and the bar-like member 2 is secured to the bar-like member to form the end part of the member. The PC steel material 1 and the bar-like member 2 are disposed not to cause relative displacement in the longitudinal direction between both members. A distortion detecting sensor 13 is disposed in the bar-like member at need. The bar-like member 2 has the peripheral part and the central part different in raw material in the radial section, the raw material of the peripheral part is PC steel bar, the raw material of the central part is raw material having a larger elongation than the PC steel bar, and the area proportion of raw material having larger elongation than the PC steel bar is gradually increased from the vicinity of the end part of the bar-like member toward the end part.
