<p><P>PROBLEM TO BE SOLVED: To obtain a communication establishing device to preferentially establish a session with high significance. <P>SOLUTION: When a priority determining part 11 determines that the priority of a session is low, a resource to be used in establishing the session is secured only when the usage amount of a session of a low priority does not reach an acceptable value.
