PROBLEM TO BE SOLVED: To contrive a structure of a flexible optical disk for reducing the dispersion in the thickness of a disk substrate to the utmost first in order to enhance a wobbling characteristic in a high frequency region of the wobbling of the flexible disk and to contrive a manufacturing method thereof.

SOLUTION: A means 1 worked out for solving the tasks above is contrived to solve the first purpose above, a substrate is configured with a thin polishing glass plate with high flexibility and a transfer layer is formed on the substrate to configure the flexible optical disk.
