PROBLEM TO BE SOLVED: To eliminate traffic jam information corresponding to noise components from the previous traffic jam information accumulated.

SOLUTION: A traffic information processing part reads from a traffic jam information database pieces of traffic jam information Jt(i) to Jt(i+β-1) for a predetermined time periodβfrom time T(i). When a traffic jam length at the time T(i) is equal to or greater thanα, traffic jam lengths for the pieces of information Jt(i) to Jt(i+β-1) are calculated; when each of the traffic jam lengths is less thanα, the processing part determines that there is no traffic jam; when it is equal to or greater thanα, the processing part determines that there is a traffic jam. When the pieces of information Jt(i) to Jt(i+β-1) do not successively indicate that there is a traffic jam, then the degree of traffic jam as indicated by the pieces of information Jt(i) to Jt(i+β-1) is set as indicating no traffic jam.
