PROBLEM TO BE SOLVED: To provide a method of forming text data evaluation values that are comparable even among text data that belongs to a text data category. SOLUTION: This device is provided with: a word information input part, having a means of inputting word information that constitutes text data; a means of calculating the relation degree with directional characteristics, regarding arbitrary text data pair included in the text data by using word information constituting the text data pair; a text data relation degree matrix calculating part, having a means of forming a square matrix that uses the calculated value as an element value; a characteristic value decomposition part, having a means of decomposing the characteristic value for the calculated text data relation degree matrix and for calculating characteristic values and eigenvectors; a text data evaluation value calculating part, having a means of calculating the evaluation value for each text data, based on the eigenvector of the maximum characteristic value calculated; and a text data evaluation value output part, having a means of outputting a calculated text data evaluation value.
