PROBLEM TO BE SOLVED: To provide a device control system, device controller and device controlling method for controlling devices to be controlled such as an electric appliance from the outside through a network. SOLUTION: A communication terminal device (11) transmits a control instruction for controlling the devices (15-1 to 15-n) to be controlled to a communication controller (13) through the network (12), the communication controller (13) transmits the control instruction from the communication terminal device (11) to device controllers (14-1 to 14-n), and the device controllers (14-1 to 14-n) control the devices (15-1 to 15-n) to be controlled on the basis of the control instruction from the communication controller (13).
