PROBLEM TO BE SOLVED: To confirm a condition in a casing and discharge chips collected inside it to the outside. SOLUTION: In this shutter device 1 attached between a snap tap mounting device and a fluid pipe A to communicate and shut off the fluid pipe A and the snap tap mounting device when providing a branch port C in the fluid pipe A such as a water supply pipe and attaching a snap tap 20 to the branch port C using a snap tap mounting device, a monitoring window 9 is provided in the casing 5 storing a screw shaft 8 for letting a shutter plate 6 of the shutter device 1 advance and retract. The shutter plate 6 is provided with an opening degree indication member 15 to confirm from the monitoring window 9. A drain valve V is provided in a lower part of the casing 5. Since it is possible to grasp a position of the shutter plate 6 by confirming a position of the opening degree indication member 15 from the monitoring window 9 and confirm an intrusion condition of chips into the casing 5 from the monitoring window 9, the screw shaft 8 is not damaged by chips.
