PROBLEM TO BE SOLVED: To provide a network monitor camera capable of changing the processing of video signals in accordance with an alarm status while considering the privacy protection. SOLUTION: The network monitor camera comprises an image pickup means 101 which picks up an image, and generates and outputs a video signal, an alarming means 102 for processing the alarm status, a video signal processing means 103 which gives processing to the video signal output from the image pickup means and outputs video data, and a network IF processing means 104 for transferring the image data output from the video signal processing means to a network. Referring to treatment results of the alarm processing means 102, the video signal processing means 103 performs the processing of the video signal in a non-alarm status, but does not perform processing of the video signal in an alarm status.
