摘要 PROBLEM TO BE SOLVED: To improve workability in coating operation, by using a material of one-pack type as a primary conditioning coating material, to make it possible to form a coating having enough elasticity, even at a low temperature, as well as at ordinary temperature, and to finish the coating, by using facing materials in a wide variety. SOLUTION: This primary conditioning coating material contains (a) a multi-layer structural emulsion which contains at least two layers of a core part and a shell part, has epoxy groups in the core part and carboxyl groups in the shell part, and has a glass transition temperature of -30 to 30°C, (b) a reactive compound capable of reacting with the component (a), and (c) an inorganic powdery granular material having an average particle diameter of 0.1-100μm, wherein the formed coating from the material has a volumetric pigment concentration of 40-70%, an elongation percentage at 20°C of≥120%, and an elongation percentage at -10°C of≥20%.
