PROBLEM TO BE SOLVED: To manufacture an envelope whereon variable information such as an address and a lot number varying for each printing is already printed on the outside or inside thereof, with a high quality and high productivity, not by using a printer for exclusive use, but by using a printer of an electrophotographic system widespread generally. SOLUTION: The variable information is printed not on a bag-shaped finished envelope, but on a sheet in a developed state before a bag making process in the course of an envelope manufacturing process, wherein the sheet is shaped into a bag, by providing a process of printing the variable information. This sheet in the developed state whereon the variable information is already printed is shaped into the bag in the bag making process and thereby the envelope having the variable information printed is manufactured.
