<p><P>PROBLEM TO BE SOLVED: To transmit situation notification or the like to necessary destinations by means including delivery and mailing even from a place or in a situation without having a communication infrastructure by constructing a system for simultaneously distributing and annunciating a text in response to a disaster or emergency such as an accident or a hospitalization to previously registered e-mail addresses or the like. <P>SOLUTION: This risk management system in emergency/need executes prompt and sufficient transmission to a necessary communication network according to the content in emergency to prevent discontinuity of confirmation and a situation of individual safety, enterprise services or the like by constructing the system for simultaneously distributing information to the previously registered e-mail addresses, and enables precise notification and communication in a network on the Internet provided for individuals in response to the network society.
