PROBLEM TO BE SOLVED: To provide an earthquake-resistant reinforcing tool and an earthquake-resistant reinforcement method preventing the slip-off of a tenon for a column and the slip-off of both ends of a bracing without requiring the remodeling of the wall surface of an existing wooden building and improving base isolation properties by characteristics of a material, as well as enhancing earthquake-resistant performance. SOLUTION: In the earthquake-resistant tool disposed between a horizontal member 3 and a foundation 7 in the wooden building and the earthquake-resistant reinforcement method, the earthquake-resistant reinforcing tool with a horizontal-member fixing plate 11 clamped on the side face of the member 3, an upper binder 19 disposed to the lower side of the fixing plate 11 and an upper fixture 20 connected to the binder 19, a pair of right and left supporting members 23 fixed on the foundation 7 or the side face of a sill 4 and a lower binder 25 supported and fixed to the lower supporting member 23, a lower fixture 27 connected to the binder 25 and a wire rope 21 connected and fixed between the fixture 20 and the fixture 27 and the earthquake-resistant reinforcement method are used as a basic means.
