<P>PROBLEM TO BE SOLVED: To provide a device and a method of properly diagnosing a state of a fuel cell. <P>SOLUTION: The device carries out a check (S100) on degradation of IV characteristics of the fuel cell, a check (S110) on excessive fall of voltage between terminals and voltage between cells with the fuel cell in an open state, checks (S120, S130) on excessive influence of generating current and generating voltage accompanying changes in a supply volume and pressure of hydrogen and air, a check (S140) on whether an inner resistance is excessive, a check (S150) on excessive influence of generating current and generating voltage accompanying changes of an operating temperature of the fuel cell, and a check (S160) on excessive influence of generating current and generating voltage accompanying changes of a humidifying volume of hydrogen and air, which are compared with results of checks made beforehand for each state of the fuel cell including abnormalities, and states coinciding with the results of the checks made are to be diagnostic results (S170).
