The procedure for making a soundproofing panel (1) from a layer of thermoplastic material (2) and a layer of foam (3) consists of placing the injection-moulded thermoplastic layer with at least one orifice (4) in a mould that permits reaction injection moulding (RIM) of a foam layer which also forms a volume of foam round the orifice. The foam precursor is injected into the mould, filling its volume and creating an acoustic seal round the orifice for an inserted component such as an air conditioning pipe (13). The amount of foam round the orifice, limited by a plug in the mould, covers the inner (23) and outer (25) faces of the plastic layer immediately surrounding the orifice.
