PROBLEM TO BE SOLVED: To enable use as her or his own telephone and also the reliable prevention leakage of private information. SOLUTION: A private information register 40 registers private information having biological information of each user as the carrier of a terminal 10 for mobile communication associated with a subscriber terminal number, terminal subscriber identification information, and user charging identification information, with respect to each user. When an authentication request receiver 36 receives an authentication request including user's biological information and the terminal subscriber identification information from the terminal 10, a biological information authenticator 38 searches for private information having the biological information coincident with the received biological information, and changes the terminal subscriber identification information in the searched private information to the received terminal subscriber identification information. A position registration agent 42 transmits the subscriber terminal number in the searched private information and the received terminal subscriber identification information to a switching center 14 to ask the center to register position information 56 enabling signal reception and transmission as the terminal having the subscriber terminal number.
