PROBLEM TO BE SOLVED: To provide a functional substrate equipped with a group of fine columnar projections whose positions, bottom area, and height can be controlled and which are made of an organic polymer. SOLUTION: The functional substrate equipped with the fine columnar projection group has a 1st base body made of an organic polymer and the group of fine columnar projections which extend from the base body and are made of an organic polymer, and is characterized in that the equivalent diameter of the fine columnar projection group is 10 nm to 500μm, the height is 50 nm to 5,000μm, and the ratio (H/D) of the equivalent diameter (D) to the height (H) of the fine columnar projection group is≥4. The present invention includes an optical device, a microbiological chip, a cultivating film, and an antireflective layer using a structure having the fine columnar projection group.
