PROBLEM TO BE SOLVED: To modulate a laser which has a wide dynamic range and prevents damage to the dynamic range also when it is applied to a silver halide photographic sensitive material etc. SOLUTION: A laser modulator is provided with a first slit for diffracting diffraction laser light of an optical element for modulation, and a second slit for allowing the passage of zero-order diffracted light of diffracted light which is diffracted by the first slit; and the zero-order diffracted light of the second slit serves as output light.
