PROBLEM TO BE SOLVED: To facilitate a character recognition pre-processing to raise accuracy in recognition. SOLUTION: An image photographing unit includes a photographing optical system for acquiring the image of a subject and forming the image on a solid-state imaging element. The solid-state imaging element converts the formed image into image data of an electric signal, and outputs it to a peripheral controller 108. The peripheral controller 108 is controlled in reading by a CPU 114, so as to thin the output of the solid-state imaging element. The thinned image data are successively preserved in a monitor image memory 103. The photographing optical system includes a driving system for adjusting a viewing angle, and the driving system is controlled by a motor control/viewing angle data detecting part 107 for detecting the viewing angle of the photographing optical system 105. A distance coincidence guide is connected to the peripheral controller 108, so as to display whether or not a distance to the object suits for character recognition. An OCR apparatus 126 recognizes a character image, and a character code memory stores a character code in order to output a character recognition result. COPYRIGHT: (C)2004,JPO
