PURPOSE: An apparatus and a method for performing a remote downloading in operator control system is provided to change frequently programs by using a remote downloading. CONSTITUTION: An apparatus for performing a remote downloading in operator control system comprises a serial port, a CPU(40), a latch circuit(50), a flash memory(60), an SRAM(70), and a converter. A method for performing a remote downloading comprises the steps of: loading a loader for refreshing the flash memory to an upper address of the SRAM; determining a request of downloading; performing a jumping to a loader of the upper address; receiving a program code through the serial port; storing the program code to the address 0 of the flash memory; determining a reception of the last data; and performing a jumping to the address 0 of the flash memory.
