PROBLEM TO BE SOLVED: To provide an elastic block improving installation stability after a site work, while maintaining a function held by the elastic block, and added with a water holding function. SOLUTION: In this elastic block for pavement, hard aggregate having a material of specific gravity of 2.0 to 3.0 is used as a basic layer part 2 to obtain installation stability. The hard aggregate having a particle diameter adjusted to 0.15 to 5.0 mm is used to secure water permeability. When water holding property is secured, water holding aggregate is used to adjust a void ratio to 5 to 20 vol.%. In the elastic block, binder is added to the hard aggregate for the basic layer, and the binder and the aggregate are mixed by a mixer and are filled by fixed quantity into a mold. After binder is added to soft aggregate having a particle size adjusted to 1.0 to 4.0 mm of EPDM rubber chip or waste rubber chip as a surface layer part 1 and the binder and the aggregate are mixed, the aggregate is filled by fixed quantity on the basic layer part 2 within the mold. After the aggregate is formed into prescribed thickness by performing vibration pressurization, the aggregate is formed into a product by instantly releasing the aggregate from the mold.
