<P>PROBLEM TO BE SOLVED: To provide a method for providing services related to personal guiding and security which have been originally performed by people, by constructing a largest, most economical and most convenient network having functions of instant translation, guiding, monitoring, and information providing using a ubiquitous 3G wireless mobile communication system and its functions. <P>SOLUTION: This portable guide and guard device has a 3G wireless mobile communication function, and also uses functions of signal exchange and relay processing of the 3G wireless communication system which will be introduced into a market soon, together with a service center where each type of functions of the Internet is combined.
