<P>PROBLEM TO BE SOLVED: To provide an inner packaging container housed in an outer packaging container, from which a contained material does not leak or spill upon putting in or taking out, or storing or transporting the material, never soiling the inner wall of the outer packaging container, thus no cleaning work becomes necessary. <P>SOLUTION: The inner packaging container 11 is housed in the outer packaging container 1 having a fixed form, and is flexible as a whole.
