PROBLEM TO BE SOLVED: To provide code information developed in a two-dimensional shape and made to hold large-capacity information, while the code information can be easily read even by an obliquely reading optical system.

SOLUTION: A two-dimensional code generating device is configured to have: a two-dimensional code generating unit for generating a non-deformed two-dimensional code picture; a two-dimensional code picture deforming unit for deforming the non-deformed two-dimensional code picture generated by the two-dimensional code generating unit; and a two-dimensional code printer for printing the deformed two-dimensional code picture deformed by the two-dimensional code picture deforming unit.
