PROBLEM TO BE SOLVED: To secure the accuracy of character recognition of a form, even if an item is not filled in. SOLUTION: A flag, specifying the priority in reading and validity of skipping, is set by units of each item of an object read in a "read definition" which defines the method of character recognition described in the business form. A business form reading device decides that information is not filled in for the item, where availability of skipping is set or for an item of low-priority, and character recognition is executed, when the number of character string extracted from the business form is less than a targeted item. Thus, correspondence relation for image data of the business form can be secured, and the accuracy of recognition can be improved on the item which is important for transaction.
