PURPOSE: An apparatus and a method for distributing loads in a soft switch system is provided to distribute calls in order to effectively process a large capacity PSTN call. CONSTITUTION: An apparatus for distributing loads in a soft switch system comprises a factor extraction part(310), a soft switch determination part(320), and a call distribution part(330). The factor extraction part(310), in the case of an ISUP message, extracts necessary factors among a DPC(Destination Point Code), an OPC(Own Point Code), and a CIC(Circuit Identification Code) according to a distribution condition and transmits them to the soft switch determination part(320). In the case of an SCCP message, the factor extraction part(310) extracts necessary factors among a DPC, an OPC, a TID(Transaction ID), and an SSN(SubSystem Number) according to a distribution condition and transmits them to the soft switch determination part(320). The soft switch determination part(320) substitutes the factors transmitted from the factor extraction part(310) for a stored distribution condition and determines a soft switch to distribute calls. The call distribution part(330) distributes calls to a soft switch, determined by the soft switch determination part(320), through an interface handler.
