PROBLEM TO BE SOLVED: To obtain a red phosphorus-based flame retardant having high thermal stability and low in phosphine emissions, to provide a method for producing the same, and to provide a flame-retardant resin composition compounded with the same. SOLUTION: The red phosphorus-based flame retardant is obtained by surface treatment of powdery red phosphorus with an inorganic compound and/or a thermosetting resin; wherein prior to the surface treatment, red phosphorus microparticles are removed from the powdery red phosphorus.
