PURPOSE: A packetizing method of a video phone system is provided to adaptively control a packetizing process based on a GOB(Group Of Blocks) coding by using PLR(Packet Loss Rate) information fed back from a network, thereby minimizing video quality deterioration. CONSTITUTION: A system initializes bit calculation variables(S301), and codes a 1 GOB by a coder. The system compares variable transmission packet size with a bit amount coded in GOB unit(S303). If the bit amount of data coded in GOB unit does not reach the variable transmission packet size, the system configures 1 packet size by continuing a GOB coding process. If the bit amount reaches the variable transmission packet size, the system performs a packetizing process(S304). PLR information is fed back(S305) to adaptively control the variable transmission packet size according to a PLR.
