PURPOSE: An apparatus and a method for transferring an IP packet having ATM interface are provided to control a speed of traffic by resolving a difference of a control reference of traffic controlled between interlocked matching devices. CONSTITUTION: A buffer(20) controls the speed of a packet inputted before the packet is transmitted to an SAR(Segmentation and Re-assembly) . A packet speed measuring and comparing unit(24) checks a length of an IP packet and compares the packet speed of a CIR(Committed Information Rate) or an EIR(Excess Information Rate), and then, when the packet speed is satisfied, the packet speed measuring and comparing unit transfers a packet to the SAR (22). A packet delay memory(26) temporarily stores a packet if the packet speed is not satisfied according to checking and comparing result of the packet speed measuring and comparing unit(24). The SAR(22) converts a packet received from the buffer(20) into an ATM cell, aligns ATM cells according to PCR(Peak Cell Rate), SCR(Sustainable Cell Rate) and MBS(Maximum Burst Size) standards, and transmits them.
