PROBLEM TO BE SOLVED: To provide a waste collecting device having simple construction permitting easy and accurate operation and low-cost manufacture in simple processes and effectively preventing pollution due to collected wastes. SOLUTION: The waste collecting device 10 comprises an elongated tubular or rod part 12 erected and installed with its axial center to be elongated in a normally used condition to a vertical direction, the tubular or rod part 12 having a bottom end, a fixed seat 14 provided at the bottom end, and a flexible waste collecting container 16 such as a plastic bag separably fixed to the fixed seat 14, the waste collecting container 16 being openably closed with a cover 18. A control device 20 is mounted at the upper end of the rod part 12 and the control device 20 can selectively open the cover 18. Thus, the wastes can be collected in the waste collecting container 16.
