PROBLEM TO BE SOLVED: To provide a means for forming and recording an MP4 header in real time wherein a plurality of video frames are grouped into one unit. SOLUTION: A data recording means 11 takes input video frame data, outputs data wherein N frames (N is an integer not smaller than 1) at maximum are grouped into one unit, and outputs a coding frame type to an information holding means 12 to record it to form a part of a data 503. A header forming means 13 generates one basic header, L division headers (L is an integer not smaller than 0) and a plurality of entries covering patterns of frame numbers and inserts the entries in the basic header. This eliminates the need of checking all coding frames on the frame type to search all units for the number of frames contained in each unit, thereby reducing the CPU load in the header generating process and the processing time.
