PROBLEM TO BE SOLVED: To prevent the illicit use of a joint user when lending a joint-use vehicle such as a bicycle with vehicle power assist to the joint user.

SOLUTION: This vehicle management device comprises a radio tag reader/writer b1 capable of reading and writing information by radio communication with a radio tag by use of an exclusive key a1 or the like of each bicycle used to unlock a wheel lock device provided in the bicycle A1 or the like and incorporating the information-readable/writable radio tag. The lending management of the exclusive key a1 to the joint user is performed by use of the vehicle management device.
