PROBLEM TO BE SOLVED: To continue a transmitting operation when a signal to be transmitted is outputted within a range of a predetermined transmission level, and to protect a transmitting circuit by stopping the transmission when a signal to be transmitted is outputted out of the range. SOLUTION: The device comprises an antenna connection contact plug 4, a transmitting circuit 1 for outputting a signal to be transmitted to the antenna connection contact plug 4, a communication control means 5 for controlling the operation of the transmitting circuit 1, and a comparison means 9 for comparing a transmission level at the antenna connection contact plug 4 set by the communication control means 5 beforehand with a level of a signal to be transmitted at the antenna connection contact plug 4. The transmitting operation of the transmitting circuit 1 is continued when the level of a signal to be transmitted is within a predetermined allowable range for the transmission level, and the transmitting operation of the transmitting circuit 1 is stopped by the communication control means 5 when it is out of the predetermined allowable range.
