PROBLEM TO BE SOLVED: To prepare such a film or sheet of a cyclic olefin-based resin composition as having a high toughness and a high transparency. SOLUTION: This cyclic olefin-based resin composition film is a thinly formed film of the resin composition consisting of (A) a cyclic olefin-based resin and (B) a styrene-based elastomer, with a difference between the refractive index of (A) the cyclic olefin-based resin and that of (B) the styrene-based elastomer being±0.02 or less and with a wt.% ratio of (A) the cyclic olefin-based resin/(B) the styrene-based elastomer being 99/1 to 50/50 (the sum total of the both is 100 wt.%).
