PURPOSE: A node system, a dual ring communication system using the same and its communicating method are provided to effectively control congestion occurring as each node transmits packets. CONSTITUTION: If bandwidth occupied by packets which a node 4(104) transfers is too much to transmit packets as many as desired, congestion information packets are transferred in a direction opposite to a data packet flow(S1). A node 3(103), which has been contributed to congestion, adds its congestion-related information to the congestion information packets transferred from the node 4(104) and transfers it to a node 2(102)(S2). The node 2(102), which has not been contributed to congestion, transfers the received congestion information packets to a node 1(101)(S3). The node 1(101), which has been contributed to congestion, allocates bands on the basis of its congestion-related information and the received information on the congestion-related packets, sends corresponding result carried on band allocation packets in the same direction as the data packet flow(S4). The band allocation packets are transferred to the congestion-occurred nodes(103,104) and the nodes(103,104) set the bandwidths allocated to them as maximum transmission bandwidths, and lower their packet transmission rate(S5,S6).
