PURPOSE: A composite gene delivery system using cationic polymers and anionic polymers is provided, thereby decreasing cytotoxicity, and reducing unspecific binding to blood components, so that gene delivery can be improved. CONSTITUTION: The composite gene delivery system comprises cationic polymers such as polyethyleneimine, DNA and anionic polymers such as alginic acid, wherein the composite gene delivery system is constructed by coating the surface of the complex of polyethyleneimine and DNA with alginic acid; the weight ratio of polyethyleneimine, DNA and alginic acid is 2.7:2:0.015 to 2.7:1:1.5; and the composite gene delivery system is used for gene delivery in animal cells, animal tissues and animal bodies.
