PROBLEM TO BE SOLVED: To provide a heating apparatus preventing coil core temperature rising in an IHF, enhancing fixing properties, and preventing uneven gloss. SOLUTION: A fixing roller is made of a core metal, a primer, and a rubber elastic layer, the coefficient of the thermal conductivity of the rubber elastic layer is specified to 1.2×10<SP>-3</SP>cal/cm×sec×°C or more, the thickness is to 0.01-0.8 mm, and the coefficient of the thermal conductivity of the primer layer is to 0.8×10<SP>-3</SP>cal/cm×sec×°C or more.
