SOLUTION: In the method of manufacturing the device provided with a rotor 33 having driving arms 32 to move light quantity adjusting blades 40 and 41, a coil to form magnetic field outside the rotor 33, two coil frames 51 and 60 obtained by dividing a coil frame 50, On one of the coil frames 50, recessed grooves, in which the coils are wound, and guiding protrusions, which are protruded from the surface and engaged with the blades 40 and 41 to control the motion, are integrally molded. On another coil frame 50, recessed grooves to wind the coils are integrally formed. The two coil frames 51 and 60 are joined to incorporate the rotor 33, then the coils are wound along the recessed grooves. Then, the blades 40 and 41 are mounted on the flat surface and the arms 32 are protruded outside the coil frame 50 and fitted to engaging holes 40d and 41d formed on the blades 40 and 41.
