PROBLEM TO BE SOLVED: To provide a water modifying apparatus capable of modifying water into an alkaline water having a high concentration of dissolved hydrogen by the combination of electrodes made of a magnesium material and electrodes made of an insoluble electrically conductive material. SOLUTION: The water modifying apparatus has an electrolytic cell 11 into which water to be modified is introduced, a pair of first electrodes 12a, 12b made of the magnesium material, and a pair of second electrodes 13a, 13b made of the insoluble electrically conductive material. Voltage is applied between the first electrodes 12a and 12b and between the second electrodes 13a and 13b, which causes dissolution of Mg<SP>2+</SP>ions from the first electrodes 12a and 12b, and the generation of O<SB>2</SB>and H<SB>2</SB>between the second electrodes 13a and 13b, modifying water in the electrolytic cell 11 into the alkaline water having a low oxidation-reduction potential and containing mineral components.
