PROBLEM TO BE SOLVED: To provide an epoxy resin composition suitably usable for an application for an aqueous coating material requiring quick-drying properties of a coating material; and to provide an epoxy resin emulsion. SOLUTION: The epoxy resin composition comprises (A1) a liquid epoxy resin derived from bisphenols and epihalohydrin, (A2) a novolak-type solid epoxy resin, (A3) a solid epoxy resin derived from a difunctional phenol compound and the epihalohydrin, (B) a curing agent for the epoxy resin, and (C) a surfactant. The epoxy resin emulsion comprises (A1) the liquid epoxy resin derived from the bisphenols and the epihalohydrin, (A2) the novolak-type solid epoxy resin, (A3) the solid epoxy resin derived from the difunctional phenol compound and the epihalohydrin, (B) the curing agent for the epoxy resin, and (C) the surfactant.
