PROBLEM TO BE SOLVED: To obtain an antibacterial, antifungal or stainproofing composition for prevention of attachment of bacteria/fungi/algae/crustacea for prevention of deterioration, used for concrete or mortar for the outer walls of building and water treating facilities for sea water and fresh water, e.g. bank protection blocks, the neighborhood of a warm water discharge groove of a power plant, cooling conduits, water tanks for culture, steel pipe lines of supply and sewerage systems and water storage tanks, and to provide a method for preventing deterioration of concrete and mortar. SOLUTION: This antibacterial, antifungal, anti-algal and stainproofing composition for coating or internal addition, targeting concrete, mortar, or the like comprises a polyhexamethylene guanidine phosphate represented by the formula as an active ingredient. The composition excellent in stability, safety and long-period persistency is obtained by combinedly using the polyhexamethylene guanidine phosphate with one or more kinds of stainproofing agents selected from 2-methylthio-4,6-bis(isopropylamino)-s-triazine, 3-(3,4-dichlorophenyl)-1,1-dimethylurea, zinc-2-pyridylthio-1-oxide andκ-2-pyridylthio-1-oxide.
