<P>PROBLEM TO BE SOLVED: To provide a developing device where high maintainability that developer need not be replaced is made compatible with high image productivity with inexpensive and simple constitution by stabilizing a developer discharging mechanism against the unstableness of a developer level in the developing device and to provide an image forming apparatus equipped with the developing device. <P>SOLUTION: A developer discharge port 1 is provided at the upper part than the center of rotation of a stirring member 7b of a wall surface 11b existing on the downstream side in the rotating direction of a rotary shaft upper than the center of rotation of the member 7b out of both wall surfaces of a developing container 11 opposed to each other at both sides of the member 7b in a shaft direction in a state where a developing device main body 200Y exists at a developing position P1.
