PROBLEM TO BE SOLVED: To provide an apparatus for producing a wear article with which non-uniformity of extension in each part is prevented in an elastic member, and disposing thereof onto a web is enabled. SOLUTION: This apparatus comprises: a supply means 1 for taking-in the elastic member X at a low velocity V<SB>L</SB>, and outputting the elastic member X at a medium velocity V<SB>M</SB>; a carrier 2 including pads Pi for successively picking up the elastic member X; a cutter 3 for cutting off the elastic member X; and a station 4 for carrying the web W at a substantially fixed velocity V<SB>H</SB>being higher than the medium velocity V<SB>M</SB>, and disposing the cut-off elastic member X from the pads Pi onto the web W while carrying the elastic member X. The respective pads Pi of the carrier 2 receive the elastic member X from the supply means 1 at a substantially fixed velocity V<SB>2</SB>being higher than the low velocity V<SB>L</SB>.
